I think they started locking "defective" devices. When they submit a replacement request for a Fitbit, the serial of the "defective" one is listed on a blacklist and it can't sync anymore.
Btw now it's a pain in the ass because the owner of the Fitbit couldn't use it anymore, so it will be pissed off and can take more action against fraudsters.
