Do the same thing as him, but from a different account. I hate gypsies like him.
Basically some guy on ebay ordered a video card from me, returned it because he said it didnt work and sent me some worthless broken video card that wasnt even in the same box..
Anyway I tried to get ebay and paypal to help and they just wont do ANYTHING and closed it in his favour so he has my card and his money. Now hes got some stuff for sale on his ebay that is worth more, would it work if I bought an item, and when I received it said they sent the wrong thing? How can I prove it/make it so paypal will side with me? I would rather not do a return and send something else because its postal fraud and I don't want to risk anything.

Yea just open a item not as described and return something that is the same weight will work 99% of the time. They will probably try and fight it but you will win. Please dont do this to regular ebayers real dick move.

yeah just do the same thing to him but use another account and address since he probably will recognize your address.
highly recommend calling the police department in the city of the paypal address you shipped to. asked if you can speak to an investigator pertaining to some fraud. tell him/her exactly what happened over the phone. make sure to tell them where you live so there is no confusion if you're local or not. this will be the first step that can help you get your money back or press charges.
You can report this to your local authority and get it investigate with all your proof. But it will take quite sometime

doubt it would work if you try and scam him. he probably already knows as soon as youve bought it and if he films himself opening the package ebay will side with him
that's why you take a video of you packaging it
Just have a lawyer send a letter to the house.

What he did to you is really wrong. Should never do that to a small company or person ever. Scam him back but use someone else's details to place order. So different name address phone number etc etc. Could use like a family member or friend.
Wow, this is a odd selection of suggestion, there's no honor amongst theiver and some people are snitches...but that's life
