Info can be server-sided (War Commander, League of legends, etc) and thus you can't change it.
Also, game anti-cheats could detect cheats too fast for it to be worth making a cheat for them in the first place.
Why some of the games can't be hacked or aren't allowed to be hacked?

You can't really edit something that you can't reach lmao
It's kinda complicated so ill try to simplify.. to edit a value in a game you need to know where the value is kept. usually it's kept locally on your machine so you can locate it and edit it
games like lol keep data on their own servers and update it as you progress ie. win/lose games, get essence, unlock champions... the only thing it does server side is render the game and "read" not "write" the values
and there lies the issue. in games you can "write" (read edit) the values you can make cheats that change them, in others you can't unless you are a HACKERMAN and can somehow hack them and make that change rofl.
good example is for me is me3mp where your win/loss statistics we're kept server-side and couldn't be changed but your credits were kept locally so you could use CE to edit it and get millions... lmao... wish bioware would do a suspicious account banwave to see how many people cheated heh
