Cashing out legit PayPal money without conversion fees

I have legit earned PayPal money in multiple currencies and am wanting to cash it out without having to convert to my local currency (and eating 3-5% PayPal fees) and then sending to my bank.

Is the only way of doing this to make a second PayPal account for USD? I have tried getting my Transferwise applied via phone call but all of their staff seem to have been trained to reject it.

In order to make a USA PayPal I need to either apply my Transferwise Borderless USA account or get a USA legit bank account? Of course they'll ask for proof of address and possibly other stuff..

They love to make things difficult.

I'm looking to do this as 'legitely' as possible in order to not get my PayPal account banned - any suggestions?
