How do server admins find past EAC banned accounts?

I got an EAC ban for rust so then I decided to just get a new account. However, admins on certain servers keep banning because they have somehow linked my current account to the banned one. How did they do this? I've changed my ip and also cleared all user data files on steam.

It's not enough to clear data files on Steam, if it's the server that's detecting you, it can be Data files, IP and/or HWID, and if it's EAC that's detecting you it can be IP, Data files on Steam and on the EAC downloaded on your computer and HWID, so I would recommend clearing everything, maybe even rebooting your computer, changing your HWID and then using a VPN all the time you play, but that is if you REALLY want to play Rust
