Well, you can only use icons that your account has unlocked; The chinese chibi icons are starter icons and thus unlocked on all accounts but hidden in the client on servers other than China - so you'd have to purchase the icon in order to use it.

For example if you have let's say the Santa Baron icon from 2012 which has the id 539, you can set it using the tool by inserting that ID... I hope this clarifies the functionality.
