What processor for me

I'm planning to build a PC for myself soon as I got a pretty good paid internship for the summer. I do a lot of photography and from what I have read a high cpu clock speed is important for editing raw photos in lightroom. So should I go with an I7 9th gen and overclock it or should I go with an AMD cpu? I don't know anything about AMD but would love to hear recommendations.

It depends on the budget, as a first computer, just look for something in your price range. Remember that you need a motherboard and GPU. Try to spend about 20% of total budget on cpu about. Thats my general rule of thumb (20cpu/30gpu, but for gaming), but for only edititing you could probably do 25-30% of total budget on CPU. Ask if you have any more questions.

I am currently using AMD cpu and I am really glad I invested in this one, it provides almost the same multi-core perfomance as intel's for cheaper price. By the way if you're gonna spend much, take a look at new amd ryzen 3000 series. they are really promising to blow intel with its 16c/32th at 5.2 ghz overclocked all cores(early leaks though).

Heard much good of intel but it is expensive so think twice if it really worth it.

The new ryzen series may be worth the wait. Things will get cheaper once it's out. I would wait and get better deals on older hardware, or the newer ryzen that comes out.

On average, and especially for single core performance, Intel out-performs AMD (doesn't mean AMD is bad).

However, Intel does cost a lot more. I'm pretty much Intel/nVidia for life, but it depends if you're willing to spend a bit more or not.

Use a tool like PC Part Picker to help make your whole build so you can get an idea for the total price, but if you can afford it that overclocked 9th Gen i7 is going to be NUTS.

I would wait a little right now. But if you're not pacient, you can get the Ryzen 7 2700x with a b450 or x470 motherboard (not shouldnt be cheaper than 120bucks). But if you want Intel, the i5 9600k is a great option.

If you are a beginner in photography, a budget Ryzen is way more than enough for some RAW photo processing Rather spend your money on better photo equipment.
