no I mean sometimes all the players if they spectate theres a small chance that there are shown no perks for example if you used sprint burst 4x on survivor the killer or survivors would only see one sprint burst

"sometimes" and "small chance" is not worth the risk. One time showing up is enough. People will report, game stats will be send to BHVR -> impossible without cheats -> instant ban. simple.

Any ideas on how to make Empathy and Bond tier 3 at all times for killer?. I occasionally can get them to work on tier 2 or even tier 3, but it's sort of random. I wonder if there's an address that controls these perks tiers besides the obvious 4 related to the perk itself.

Why? of course when you are on your "Spree" of urban 4xs you can spoof your hwid which is quite easy actually. Dbd is free once a year most of the time.

I can't think of anything other than being suspicious about a value corresponding to the tier level of perks, which one is it exactly? I just don't know. Probably any of the MPGH coders has a better understanding about this things than you and me combined.

No, the speeds are combined like 4x faster than normal sprint burst.
