Programming problem in relation to pdf/doc. How do I solve it?

I have join a club where the club has decided to create a newsletter every month. I have been put in charge. The team consist of:

• Me (Leader and newsletter designer)
• Writer (Events)
• Writer (Updates)
• Writer (FAQ)
• Writer (News)

Writers have no programming knowledge.

I have to create a template of how the newsletter will be laid out, and all its design. I was thinking of designing it in a Microsoft word (but I can't because when you open a docx file, the file is encrypted and not in plain text). The design will be a little complex (like the picture below). I have a website already, where writers can submit their articles every month. However, currently they can only submit text. They cannot submit any pictures. Maybe for the July newsletter, they want to submit a picture in the Event section of the newsletter. Maybe in June its just text, no pictures.

Now my problem:
I want to automatically create the newsletter, so I don't need to manually compile the newsletter each month. Where do I design the newsletter because Microsoft word's docx while is encrypted and not in plain text, so I cannot read it.

I need to be able to print the document.

Basically I want to create something, where I do the work once (create the website, templates etc) and then not have to do anything ever again.
