Anyone know how to get cheap ads? Like Facebook or Google type ad services?

Most people who offer stuff like that are carders and I can assume that is why you do not see it on places like MPGH but on other places you will.
I would be wary of services like this. There is a lot of people who sell services on clear web sites and claim they its not carding but if you know how stuff like is done is probably carding. Or its just a cracked account they are using but using the owers card so again that's carding.

Make sure look into stuff as well as you can. A lot of sellers are not honest about what they do just so they can keep doing it and make money.

Getting carded ads won't really be an option if your business is even slightly legit. Otherwise, look through some more greyhat type forums and you'll find offers.
As far as platforms go, I'd definitly stick with google/facebook, even if other platforms offer cheaper prices.
