Its not suppose to be useful, its suppose to prove that you CAN change the RoF to what you want. This is faster than rapidfire, rapidfire shoots all the ammos in 2 seconds, this takes less than a second/a second.

I have been looking into the hex of all the files that could be related to rate of fire, but I can't find it anywhere. Where do you edit the rate of fire of a gun without just cross-modding? If there is already a tutorial, I apologize for not seeing it.
