Seems like steam is able to detect the use of VPNs. Tried to connect to argentina with GhostVPN but it didnt let me change the location.
Someone knows a solution?

Something new I found out: When I try to create a new account while having a VPN steam gives a pop up message saying "turn off your VPN"
I havent tried any other location but argentina. Maybe steam has a database blacklist of common VPN IP from argentina or something. Eventually using unknown VPNs solves this issue but I dont have the knowledge for that
Had same issue, fixed by logging out of phone on steam, and logged out of website

Wait the ending of summer sale and try again. I hope it hasn't been patched

The end Summer sale doesn't fixed anything as tested by xXGhostXx1230. A good way to check if your vpn is detectable is by creating a new account, if your get the message "turn your vpn or proxy off" you know that it is detectable. I've found a bypass today to avoid steams vpn detection.
