But recently I noticed that osu updated with no change log. You can't have osu and cheat engine open simultaneously anymore. It will crash osu. Doesn't that mean peppy started to strengthen his client side anti cheat?

Well maybe you have your CE edited. I downloaded CE source code and edited its metadata so it won't show as Cheat Engine in process list and it worked

Mine is straight from Cheat Engine's site. Hence why the title of it is still "Cheat Engine". I even uninstalled cheat engine and downloaded it.

EDIT: Just reinstalled osu and tried it again. I didn't get any type of error when opening and attaching.
