My gpu isnt working properly

I was playing gta 5 for past few days and was getting well above 100 fps all the time but the problem was that whenever i started the game it stuttered like hell for the first 5-10 minutes (stutters were happening like that in every game) so I thought drivers update might solve them, but after I installed the latest drivers stuttering became very less but now im getiing like 60fps and gpu utilisation is mostly around 60-70% and though the stutters arent as bad as before but it still stutters after 15-20 mins. How can I solve this? is my ram the problem(single channel 8gb 2666mhz, though i dont think it is cause valorant is also stuttering whereas it doesnt need much ram)?

I got same problem, tried many things to fix it,but still the same. I guess,I should try to re-instal windows.
