This will not unlock operators for you, it just tells the game what your operators are wearing.

Means might working and people CAN see it
And also might NOT working and people CAN'T see it

Yes people can see that, will be shown when you pick operator session
And also you can show your MVP pose with it

No such thing happened for Neon Dawn, it does appear that this is patched at this time at least as far as elites are concerned
So I'd appreciate it if you stopped spewing nonsense.

Only skin that can be purchased with Renown / Credit is working
