Need help at my new Animated Anime siggy(warning large size files (x,y))

i dont know what to chose atleast i use 1stock and another picture that will help with collouring ect.

the anime: Naruto.
Animation: Hinata on a bike o.O ending 13 of the shippuden episodes.
duration of the current animation: 11 frames for now. (seems enough for the movement of the body too.)

here is the animation for now (im not far but yeah the bg took allot of time since im lazy + animation isnt that fun if u dont use a 3d generator.):

Frozen BG:


Moving BG(can come in handy if im going to add my name to it.):


my question wich one is better the frozen bg or the moving, since the gif will be animating the ground at the front and the character.

(yeah i was getting quite tired of only having 2 simple animations in my Elfen Lied siggy + its getting old too).

The lines are moving on both, but on the second one the whole picture is kind of twitching.

In my opionion, the second is way better.

1 is a bg the other is a frontal part that needs to be moving.
