Map Skin Name <-> Skin Number

I'm writing a skin porting tool, that let's the user play any skin instead of the base skin.
The only thing i'm missing is a map "Lux/Skin1" <-> "Sorceress Lux".
Thus the question: Is there a automatically readable map that tells me the name of any given skin number?
Somehow the league of legends client must do it too ...
