extract the tga(s) to your desktop (if there a txt fike extract that to.
bring the tga(s) into game folder/rez/ui/ui_login
and if there a text file named LogIn.txt put that in
game folder/rez/ui/scripts

DONT FORGET TO BACK UP YOUR FILES!
