Brand New Steam Account (ALL DLCS BOUGHT)

Title, this is all I want, I dont want it to be modded (no items no perks etc) I just want all the DLCS bought, I know it sounds silly, but to buy it normally, it costs 120$ to get the game and all DLC's so I'm wondering if someone has a method or some type of account that is new or they haven't hacked/glitched on that I can buy that I can have or at least "mod the dlc's" into the account so it looks like I bought them legitly, or if someone has any other way .
