modern warfare 2 server tool

hey guys im using Vac Chaos to use modded servers and all but for something i need mw2 server tool or something. i have that and it should read myself and other players but it doesn"t can anybody tell me how to work/run mw2 server tool

Right-click on the server tool and click 'Run as Administrator'

You Need to be host... In Private Matches that you create it should work!

Im always host but it doesn't read my game.....and i cant run as admin because i have windows XP and there is no run as administrator......

some tools and trainers made for alterIW won't work for plain ol' Modern Warfare 2. maybe thats the issue...?
