Right now my ISP is being a whore so it'll be a while before I can upload with speed.
I went to the library to upload it via flash drive, but they blocked MPGH for "hacking" so I had to fucking upload it to mega upload, then PM it to NextGen to upload

Okay I got off the phone with my ISP and they said it'll be good to go at 3:00am (in about 10 minutes), so until then we play the waiting game.

Did you extract both the .DLL and the .EXE in the same location?
