Cant make new account

Ok for like 3 days now ive been trying to make a new account but i keep getting this error (object cannot be cast from DBNull to other types)

Dude what is it like CA NA or CA EU? and how many accounts have been banned? after a certain amount of accounts made and banned they ip ban you.
