Shovel is better and Shovel is faster.
Shove can kill in 1 hit each time you hit.
Axe doesn't you get 80 damage in leg.
Shovel can kills you when your a bit far.
Axe can't kills you when your a bit far.
Shovel isn't easy to Headshot.
Axe is easy to headshot.

That's my opinion.
