Wondering if you guys could make a server thingy

okay so im playing this server... and its a land control system. the owner has to do it manually and it is driving him insane.. could someone make a system where if you break a block with a wooden hoe, you could immediatly buy the lad IF you have either 1 diamond or 4 gold bars? the land should be bought in a 32x32 area and if you break a block 1 block outside your land, it buys a 32x32 block starting from the border that you are at
