I also read further and Activision changed their terms of use to not allow any skins. Furthermore since MW2 is connected to VAC they changed the list. Still allowing custom skins in Source games and gold games.

lol why is this thread even still stickied? Skins are not bannable, as has been so proven in the texture modding section and the fact that nobody has been banned for using them.

You probably got banned for using texture hacks. Not actual skins like you will find in the texture modding section. If I heard right, those hacks were made by changing the hex of a skin to only show one color, therefore it was easily detected. IF they ever bothered to ban for them in the first place.
