Can you use both the spec licenses for an extra weapon slot and a spec slot?

Can you use both the spec licenses for an extra weapon slot and a spec slot?

There are two spec licenses.
One of them allows you to have to purple slots for two spec weapons, Normal guns cannot be put here.

The other still grants you the normal 1 spec slot but let's you reserve another slot for a normal gun. Spec weapons cannot be put in the gun slot.

Both what? The Spec weapon slot license let's you have two weapons in game at once. The Spec gun slot license let's you have one spec weapon and two normal guns in game at once.
