Lolland got it right. Wysiwyg 7 is a great drag and drop editor , and it allows modifications to the html by allowing you to edit html tags before inside and after, only issue is for real modifications and additions you would still have to manage the code elsewhere because it doesn't allow full html editing, I know there is a free portable version somewhere, so look for it , deff. decent.
HOWEVER, I suggest you don't cheat yourself, what I would do is download Visual Web Developer and use it to develop your sites, you can still drag and drop but it is much more powerful and you will learn a lot by having the chance to work with the html editor and editing real code. I also suggest if you would like to stay away form hard coding positions and the layout to set elements position to "absolute" this will allow you to freely move a image or object in the editor, creating a "Wysiwyg" feel.
But if you are simply looking to create a single site for yourself, then go for Wysiwyg 7.
