I want to make a program only load and work if a DLL is in with the Application, and if its not, it gives a error and ends the program. Any helps?

Maybe because the file itself is needed to even start the program? Blubb's code would only work if it was an external dependency for another program.

Nah you missunderstood him. He simply wanted to check if a file in the folder exists.
