    How are you making a vector sig if you don't even know how to vector something?

    Vectoring is just using line or shape layers without rastering them.
    Once you raster, they loose quality and aren't considered a vector.
    Rastered gfx contain pixels, where Vectors do not.
    Vectors and rastered images can compliment eachother,
    But I think in this case because of the blending issue, they really don't.

    So he does have some elements of both there.

    But I dont think HE vectored those images that he used as effects. It would look a lot better like you said if he vectored house. The render even seems a bit blurry/lq
