I've removed flood delay for all users groups except:
- `Unregistered / Not Logged In`
- `Registered Users`
- `Users Awaiting Email Confirmation`
- `Cock Suckers`
If it is abused, I will re-enable it.
EDIT: I've changed the time from 30 seconds to 15 seconds between posts.
