already downloaded about 20 and no work at first I thought I had my PC, I installed several times the NETFramework 2, 3,3.5 and 4! try it on other PCs and also did not work! is this .EXE is for windows?

You just need to drag your LTB file into the application.
The application converts the LTB to LTA and then you can see in the map from where you dragged the LTB, an LTA version is made.

And then open your LTA with ModelEdit.
