Seconded, I'm getting matched with retards lots of times when i Party with a low friend against people who understand the game.
Also i'm lvl13 and I get matched up with lvl30 people.
How does it decide who to put you with and against?
I seem to be put against higher leveled people after
getting a 4-7 win streak.
winning a game within 20 minutes
getting a large kill streak in one or two consecutive games
buying a new champion with ip or rp
I seem to be put against lower leveled people after
getting a 4-5 lost streak
losing a game within 20 minuites
die 10 times with few kills and or assists
play one champion over and over again
and why does the game insist on putting people on your ignore list on your team?

I've almost given up on letting LOL match me with a team, I'd rather play with people I know since LOL insists of giving me atleast a lever or a feeder on my team every match.

If your under lvl 10, or a party member is, and theres a higher lvl dude, it drops ones that are 10-1. And realy wish they put a thing that showed you how your ELO is doing...like a progress bar...

riot sucks incredibly when it comes to matching decent/good players with other players of the same skill level.
If you think about it, ideally, everybody should have around a 1:1 ratio of wins to losses. When you win a lot, and you have shown outstanding performance in your game, your ELO increases, but then, it also senses that the people you are being matched with are too "easy" for you to play against. Players of higher ELO who have the same or better level of playing as you will be in your "pool". However, if you lose a lot and have been suffering in your games, your ELO decreases but the system also senses that the people you play against are of too high of a rank and you will not do well. This causes the system to shift you into a lower "pool" of players when you are in matchmaking queue to compensate.
TL;DR LoL wants everyone to have a 1:1 win/loss ratio and perform adequately ingame with others that are on the same skill level as you.
