This is a serious waste of a section. A section purely dedicated to power leveling will only see a lot of action by a few people, which will defeat it's purpose.

The path of least resistance would be to simply implement a new rule. That if a powerleveling thread reaches the end of it's use, to prevent spam, the thread starter will PM/VM/mention a mod or minion and ask them to close the thread. Done. No need for an entire section.
