[Trade] My Texture Mod for Info on Rez Files.

I've found how to take textures out of the game.
I'm willing to tell people how in exchange for information on .REZ files.

What I want to know is :
Can I Open REZ files with any normal application?*
Can I Unpack REZ files?*
What Program can open REZ files and edit them? (I've heard EVNEW can but I cant get that going correctly)
Also if you can give me a WORKING tut on how to make EVNEW edit REZ files in the way I want, I'll give you the tut on doing this.

* = If the answer is NO to the questions marked with a ( * ), then I wont give you this because that is the conclusion I've come up with already.. However, if you say yes and tell me how, then i'll be happy to give to you.
