You're slightly shorter on one side, so the wight has been slightly shifted to 1 side since your balls dropped. And over the course of time gravity it just taking effect and the skin is starting to sag more on one side, over time it will get worse.

It's more common for the left one to hang lower than the right, but there are males that have the right one hang lower. As long as one is hanging lower than the other one, it's fine.
