If you've had multiple accounts in which you hacked, you'll eventually get IP banned. I don't think they'll unban you any time soon...

Just use a Proxy when you make a new account, and use 10minutemail?

Nexon doesn't(very rarely anyway) IP ban people from playing the game anymore, only from making new accounts.
You are banned from making new accounts. Change your IP.
