Pie Bundle still working without the .hfs file?

My brother just discovered this now while playing. He can still use some of the pie bundle commands without the modded .hfs file in his hfs folder. I find that strange, but that isn't working for me, only for him. Is this a glitch? I know that my brother deleted his .hfs files before the update because I was watching him, but I still don't understand how it's possible to use the hack without the .hfs file.

Well the binds still exist if he didnt open the options window.
