This is a bug with my infection.
When the infection infects another player, they're default map for setting up a game is "Training Camp" / "Tutorial"
If the infection corrupts on their client, or the infection did not complete successfully, the EagleEyes will appear. EagleEyes is the first map in the map database, so if the map value points to a wrong map, it will go to EagleEyes.
Although I can just switch the infection to be EagleEyes if I wanted
