Best settings for best preformance (NO LAG)

Am I the only one who didn't experience any form of change, or was it because I already had my stuff set to the minimum, and that this really didn't change much aside from the mouse sensitivity? . _.

this is strange, i've been tinkering around with the config, but i can't get my fps anywhere above 40 fps, and it likes to stay locked at around 30. any suggestions on what i SHOULD change?

I get min 80 fps, usually 100+ on my laptop... there is no need to lower graphics if u get min30...

Edit: I play in hishest graphic setting and all effects on!
