Grenade launcher is not overpowered. It easily abused when paried with a couple of other perks though, but the grenade launcher itself is not OP.

And honestly, why single out the ump when there are way worse things out there, like aa12, akimbo g18, tubes with oma and danger close, and last but not least, commando knifing.
