adding a border in photoshop


take a basic circle brush with default settings hold down shift(to make straight) and brush the edges all around

or add new layer
then image > apply image
then ctrl + a then edit > stroke (chose center,color and size then ok)
for movie borders
marquee tool(m)
and make a rectangle select in the middle of it
leave some space top an bottom
then edit > stroke (choose outside, color, size)
and ok!
