how do load/download client .iwi file from server for change/replace/add iwi file in client for use in game

and use in GSC file

the download idea is epic

It isn't possible, these dvars are just leftovers which aren't used.
NTA made some downloading support, but it isn't released yet.
Might come out in IW4M2.
