If you really have feelings for this girl you should ask her out, and tell her how you feel. just don't get gushy or else she'll think you're gay but don't know it yet.
sad thing is, i just witnessed it today. one of my girlfriends at college just had this guy hit on her and he went completely mushy on her, what i just mentioned above was what she mentioned to me.
at first i laughed, then later feel, "wow thats fucked up".

all in all, you should just talk to her. the worst thing that can happen is if she says no.

an honest guy to guy opinion, i think you are stuck in the "Friend Zone". it is a extremely hard spot to get into a relationship, but in some cases(depending on the person), it can work out.

it may have worked in your favor as well, even though she pretty much said no, she might turn around later and ask you out. sometimes that happens, not often, but it does. hopefully you won't be with someone else around that time.
