Call of duty blackops multiplayer server error

someone help me pls everytime i try to play call of duty blackops multiplayer it just says error please visit call of duty bla bla bla it always shows up to me whenever i try to go to multiplayer please help i dont use steam and im not american please help help help!!!!!!!! im using pc please

well is it a legal copy because if you dont use steam i dont believe it is in that case you cant do anything
