You can use CMD commands if you would like for example:

shell(path_Name[,style][,wait][,timeout])

Examples:

Shell("ipconfig.exe /release")

I think that should work.

If your not connected directly connected to your modem like via router.. coding will not change your IP

technically you get a new IP every 24 hours/restart

It depends on your ISP to give you a new IP address.
I dont think you can change it yourself

Well as i said I was using that as an EXAMPLE! Not the actual code that does the job for ya.
