In MW2 your player stats are stored on your computer, while Blackops stats are saved on a server not on your computer so you cannot modify the file like on MW2, You can modify the stats on MW3 because its saved on your computer for some reason.

To start with, try reading the original post. This hack changes you to prestige 15 for a short amount of time which allows you to buy golden camos and titles. The hack changes you to prestige 15, you buy the golden camos etc and then will change you back to your original level. SIMPLE.
