My reps dropped? How?

Ok, so I'm wondering why my repuation points are decreasing? Like I have 11 at one time then it droppedto 7...how did it drop? Are members allowed to decrease Reps? PLease help thanks

This new number system has a huge influence on how people rep and shit, it's not good .

Some one does not like you or an action you took. They derepped you for that and you dropped 4 rep points. You go below 0 and you get a red bar. For each 100 points you get a bar. (-)rep means read bar, (+)rep means green bar. You'll get your 2nd green bar at 100 rep points.
