i sayd unverified : witch means that there is no bank account accorded to the account and no credit card
- my questions is :
can i buy zp with this account ?

Yes man make Canadian Paypal account and put money in it you can buy ZP good luck.

you will get banned for that
but if you don't do that ---> there is no prob

But why should i recover them ? they are in my paypal account and i am going to buy zp with them ?

You can buy zp, but I think it's going to cause problems, for which ones, IDK. Because simply it's unverified..you need it verified to safely purchase zp.

OK Let me clear things up ... Whatever PayPal account nationality you use ; It has to be verified unless a credit-card is used.
So you will need to look for other Payment methods or someone to trade that 9.40$ for a 10K ZP (With another payment method like UGC or PlaySpan)
