The server delay issue is happening because your replay command is too tight. Try setting it to 90 or 95 seconds. It will take longer but it won't stop after a few rounds.
I'm facing that problem with the console,
and my code is:
a_delayed 4 changelevel 2
a_delayed 8 changelevel 2
a_delayed 11 changelevel 2
a_delayed 15 changelevel 2
a_delayed 17 a_nukeall
a_delayed 19 host_timescale 3
a_delayed 22 a_exec fade.txt
a_delayed 85 a_exec replay.txt
a_delayed 109 a_exec btt.txt
the message says something like, 'server blah blah is delayed, bleh and so on'
anyone has any idea fixinig the problem? or is there anyone having same problem with me?

Yeah, I realized the replay button was kind of tight before and actually setted it to 85 from 80. Then I wasn't sure because it didn't make a reasonable difference.
