Okay so I'm trying to make a CA account but everytime I click Complete registration it gives me an error

Error: There has been an error with the service. Please try reloading the page.

Iv'e tried refrshing the page several time, and also tried on different computers as well as different Internets, yet I still get that error.

Is there any way this error can be fixed?
